Tier 9 armor(I think so) is sold by Rueben Lauren for EoT(Head,Pants,Chest=50 EoT,Hands and Shoulders=30 EoT(or 25,I ain't sure 100%)) I would still recommend getting shoulders and head from the EoT quartermaster since it is better gear for only 25 embems each,but its still your choice :)
