NVIDIA Driver issues

Ok so here is my problem. I'll try to explain it to the best of my ability.

I have NVIDIA driver 195.62 installed right now for my EVGA 9800GTX+. When I start my computer my screen has what they call a black border. Its about a half inch of black space on the top of my screen which causes my windows toolbar to be cut off. When I auto Adjust my screen it gets worse, then I have to manually move the screen up through the monitor settings (which still doesn't fix the problem, just a tad less black bar on top). When I go into the NVIDIA control panel and move the screen position through that it moves the screen up but leaves the black bar on top so that the top of the screen is now cut off instead of the bottom. I have updated to the latest NVIDIA driver which is 260.99 for my card. Thought that would help but it didn't and then it actually disabled some of my features for the NVIDIA control panel. So I did some research and found that the "best" or "liked" drivers for my card would be the 170's and someone was a fan of the 197.45 driver. So I uninstalled the NVIDIA drivers from my comp and when I did that my screen fit the fucking monitor like a screen should. Needles to say the screen looked blurry from the basic windows drivers (even adjusting the hz from 61 to 75) so I tried the 197.45 driver and nothing again. Now I'm back to my original 195.62 driver. Screen looks nice and crisp again but the fucking black border is back to haunt me.

So obviously this is a driver issue I'm having. I was ready to spend my Christmas money on a new monitor so I don't have this issue but thinking about it, I'd rather not throw 200 away on a new monitor when I don't need one and I have a billion other things that the money could really help out on.

Can anyone help? I'm so fking angry and tired of this that . . . "I could punch a baby in the face." (Which now that Slick is a father I'd get a restraining order against Lucky on the baby so it doesn't get punched in the face when lucky gets mad lmao)

* NOTE * - I have a Hanns G 22 inch monitor model Hi221D. I have found articles relating to this same issue but with ATI cards. Their solution is in the scaling option in the Catalyst Control Center (CCC which is the equivalent of the NVIDIA Control Panel). I even went as far as installing the CCC and trying to see if I could do anything with it to help but it didn't find anything it could adjust so was no use to me (what a big surprise since I don't have ATI).

Display Adapter Scaling - The scaling unit on your graphics card will rescale the image before it reaches your monitor. If you have a high-end graphics card and a relatively middle-to-low end monitor, this option results in the best image quality and is the one most recommended.
Centered Output - The image isn't scaled at all, but instead your monitor will run at its maximum resolution and the image will display in the center of your monitor. This may result in a black border around the sides of the image.
Monitor Scaling - If you have a high-end monitor, try this form of scaling versus the Display Adapter Scaling option above to see which is best. Otherwise usually the scalers in monitors are not as good as those on high end graphics hardware.
Fixed Aspect Ratio Scaling - Similar to Centered Output scaling, this option will maintain the original aspect ratio of the chosen resolution and display it with black bars to the sides/above/below the on-screen image.

It sounds like it is a screen position issue and not a scaling issue. Let me do some research on the subject and see if I can find anything out.

Also how are you connecting the monitor? VGA, DVI or HDMI?

My GFX card only has DVI outputs but I have an adapter on there to switch it to VGA which plugs into my monitor since the cable I got with the monitor came with a VGA cable and the adapter.

If the monitor has a DVI input I would try that first and that should auto detect everything properly. One thing to make sure of is the type of DVI port on both the monitor and video card to make sure you get the right cable. compare the plugs on the linked page to see what type you need. I am guessing the monitor is DVI-I but it could be DVI-D. A DVI-I cable will not fit DVI-D plug as the holes for the extra pins are not usually there and the width of the flat pin is different.

Well according to the specs I looked up (cause my ass is too lazy to pull shit apart and physically look although I may end up doing that) but my monitor is a DVI-D and my gfx is a DVI-I. I guess I'll look for a cable for that and see if that helps.

Check to see if it is single-link or dual-link, again there are extra pins.

I printed out that pic and I'm gonna pull everything apart. For some god known reason my ass is still wrapping christmas gifts with my mother so I don't think I'll be able to do it tonight (or maybe I will) but I'll def let you know what's what.

My gfx is a DVI-I Dual link and my monitor is a DVI-D Dual link. Would I be able to get a DVI-D dual link cable and use it since it doesn't have those 4 extra prongs or would I need an adapter to make it right or a cable that has both types of male ends?

A DVI-D dual link cable should do you fine. Check Walmart if your local computer places are closed as they should have one available so you can hopefully get it tonight and not have to wait until after christmas.
